DCC-ILO Action Program on Child Labour
(DCC-ILO-APCL)
 
Dhaka City Corporation (DCC) with technical and financial cooperation from International Labour Organization (ILO) is implementing the program in its 4 zones (1, 2, 4 & 6) for prevention and elimination of the worst form of child labour in the urban informal economy of Dhaka city.
 
TITLE OF THE PROJECT:  
 

“Enhancing the capacity of Dhaka City Corporation (DCC) required for the fulfilling of its entrusted responsibility to develop, implement and demonstrate viable models that aim to significantly reduce hazardous child labour in urban informal sectors in a sustainable manner.” 

 
Agreement signed between DCC & ILO :  18 December 2008

Project duration                                   : December'2008-December 2011

Geographical coverage                           : 4 zones (1, 2, 4 & 6) out of 10.

OBJECTIVES:

DEVELOPMENT OBJECTIVE: To contribute to the prevention and elimination of the worst forms of child labour in urban informal economy in Bangladesh .

IMMEDIATE OBJECTIVES:

  1. Develop and implement regulatory and monitoring mechanisms for urban informal sectors:

    By the end of the Action Program, a credible model for regulating and monitoring the child labour situation in urban informal sectors will have been developed, introduced and pilot-tested in cooperation with other stakeholders and prepared for replication.  

  1. Establish partnerships with NGOs and other entities for the implementations of child labour programs:
By the end of the Action Program, child labour programs on NO Formal Education (NFE), for approximately 11, 000 children, Skill Development Training (SDT) for approximately 3, 700 children and Social and Economic Empowerment (SEE) for approximately 3, 700 guardians and/or families/households of NFE and SDT enrolled children will have been provided, through sub-contractual arrangements with selected implementing agencies. Create conditions for the sustainability of the program(s) and impact.
 
  1. Develop and implement social mobilization, advocacy and awareness raising strategies:  
By the end of the Action Program, the major target groups, key stakeholders and partners will have obtained adequate awareness of labour and child rights issues and are mobilized to take action through participatory approaches.
 
  1. Create conditions for the sustainability of the program(s) and impact:

By the end of the Action Program, Dhaka City Corporation’s conceptual, institutional, implementation and resource capacity will have been increased to a level required for carrying out its responsibilities in an adequately effective and efficient manner.
