Promoting Good Urban Governance

This Technical Assistance Project was launched during June1999 under the financial help from Asian Development Bank (ADB). The cost of the project was eighty-six lacs (0.6 million) Taka. Five pilot wards were initially under taken under this project (Ward No. - 5, 27, 39, 43 & 70).


Main objectives of the project were:

  • To ensure peoples participation in the development activities at grass root level(ward level)
  • Decentralization of administrative activities.
  • Preparation of ward based GIS map.
  • To ensure revenue collection.
  • To ensure public-private partnership.
  • To ensure primary health care.
  • To ensure smooth solid waste collection and disposal system.

To decentralize following services at ward level:

  • Street Sweeping
  • Operation and maintenance of street lights
  • Cleaning surface drains
  • Small scale engineering works
  • Preventive and promotive public health services
  • Minimum sanitation facilities of slum dwellers
  • Emergency relief operation.


Out come of the Project:

Basic services of DCC like conservancy, road repairs, street lighting, primary health care, and mosquito controls etc. may be substantially improved by involving local people in every steps of development programs right from the planning, implementation and monitoring stages. Decentralization of administration is the key factor to be considered.

Technical Assistance Programme on above five pilot wards has been successfully implemented and completed by July 2001. After successful completion of this project another more six wards has been selected. These are ward no.-68, 69, 71, 72, & 74 located under Kotwali Thana. A project concept paper has been prepared for both technical and development assistance which is being under active consideration of Planning Commission of Bangladesh.
